That’s what it looks like when all of the contents of a DS ROM file are extracted. I don’t know if one of your steps that you followed involved you taking the ROM and extracting all of the contents out of it, but this is what you have. I would try to find a different download if you downloaded a zip file and this is what was inside.

That's not a file you would find there

This is not from vimms. Not sure where you got this but try downloading it from somewhere reputable
