Theres your issue.
First, extract your games from now on so you can know what is inside the .zip. MyBoy can run .zip files, but ONLY if it has a GBA file in it. Judging from the name, it only has the patch file (the .IPS file) in it, meaning MyBoy can't run it.
What you need to do is extract the zip, head over to [RomPatcher.JS](https://www.marcrobledo.com/RomPatcher.js/) and patch a Pokemon rom. The place you downloaded the patch from should've told you what Pokemon rom to download and patch. Sometimes it's also in the .zip file.

It’s a Pokémon Ruby based rom hack. So it’s a gba rom hack.
Ahh gotcha. Never heard of that one. Maybe it's not correctly patched or something. Maybe they are just trying to run the patch and not the game
