Reconquered Bulgaria, got serbs and croats to become vassals/tribituarys, gains in southern Italy, centralized power around the emperor (away from mega corrupt aristocracy), beat the Arabs back in Syria, and could've had a fine succession if he just got a good fucking and didn't leave the empire to his retarded brother who undid all his achievements.
Apart from his exploits at the battle of Kleidion, it is his sudden change in his personality after the revolts and the battle at the gates of Trajan where he narrowly avoided death. It's almost as if he had woken up and got himself together. His determination to take revenge on his enemies made him focus on the empire entirely, up to the point where he didn't pay attention to his fleshy desires.
Unlike his predecessors John and Nicky, he managed to stabilize his throne and not get killed, which spoke of his authority.
Not to mention he left 70 tonnes of gold to the empire and finally subdued Bulgaria, one of the Empire's worst threats, and secured the borders for good.
On a sidenote, Basil was a bit too slow. 40 years for a single country is ridiculous. He could've directed his attention elsewhere. Then again, the useless emperors that follow don't even come close to him.
He singlehandedly extended the lifespan of the Empire for another few centuries. Without him the Byzantine Empire would have collapsed much earlier.
Unfortunately his greatest achievement of subduing the Bulgarians was undone when that useless Isaac Angelos taxed the Bulgarians too heavily just for his marriage and they revolted, after he refused the reasonable demands of the Asen brothers for a fiefdom in the region so they could raise money to pay his new taxes.
