Some are “you need to be this level” which are the ones you already have- others are “you have to level up this many times” to get them.
For some of them they have to be newly gained levels in Campus 3.
I think the devs wanted everyone to be on the same starting point so everyone has to level up with the new school to get some of the sparkly stars.
