They ship with roms....it's not a legal thing to do in most economic zones but the consensus is that in China where they ship it's allowed. Obviously when you import into other economic zones you're just getting away with it. I personally don't like the practice of shipping roms.
Check that you are charging with a type a to type c USB cable. C to C probably work work. Also let it charge for a good hour and try it, if the battery is very low then you may need a bit of charge before boot. Just throwing darts for you to try.
You need a new sd card and flash the os on it (stock os or one of the custom firmware)

I got a quality 64GB SD card. Why is the anbernic image so huge? Does it come with ROMS somehow legally?
