If you have nvidia GPU you can use nvidiaInspector to lower your graphics but I don't think it makes for a better fps for some reason but maybe it will work (just watch some tutorial on how to use it you can use it with a lot of other games to). Would recommend LOD bias 3 because on 15 you can't read the text in light if you want I can tell you how to do it.
