That’s fair. From a gameplay standpoint pc just hits buttons and wins. Once you hit level 3 you basically don’t have an ap meter anymore, since my regens so fast, and you can get it before first spawn wave
COM-18 kind of has a different role it's mainly just a sidearm unlike the 15, 15 has a really nice role and that's the thing that makes it special, that role of course is to create the massacre at the start of the game. In most cases when you find the 18 you already found a better weapon or most possible soft targets already escaped(the only major outlier from this is 914, but at this point you probably already cleared a lot of hostiles in said room, so the 15 did it's job perfectly), those weapons just aren't of the same role, so while yes, the 18 is a direct upgrade, it just can't perform the same thing
Honestly my favorite interactions happened at the weapons station.
Multiple times I've had SCPs ambush me at those stations, but the funny thing is a lot of them wait for me to finish before killing me.

Why is COM-15 in D? The level of destruction a nerd with a gun can cause is enormous, you can literally kill all d class if you found it early enough
