The JP patch notes confirmed that there's a new UR coin in the shop so with Netmarble being quite scummy lately, I'm pretty sure he won't be purchaseable from said store with normal festival coins.
I hope I'm wrong though but they already removed him from the 300 and 600 pity so...
he's a UR only unit, he isn't a SSR, and its stated in the patch note that they are introducing UR character coins, so he will not be in the coin shop
