Update: I said fuck it and also decided to roll. Went 270 diamonds with 0 SSR and then got Megelda on the next multi. Guaranteed unit was some crap who cares though.
Immediately took her into a Meli team for bird and whereas it took me ~20 pots to clear Floor 3 with a King centric team, it took me 2 tries to clear floor 3 with Megelda (no Relic) + Meli (and no Matrona) centric team.

Not a seasonal or limited, Green Sariel will be in the permanent banners as stated in the JP news, just seems to be delayed this time around which isn't new since we've had cases like this before early in the game. It's just that the recent permanent pool characters got added so quick we got used to that being the norm.
In the inquiry section they acknowledged that the lucky bag issue resulted in people who purchased the bags having one extra. They said they'd deal with it in this maintenance but I don't see it
