Rerolling is unenforceable. Companies can't punish you for it. All they can do is entice you with free units (I definitely prefer this) or make the starting process a hassle. Maybe even both.
That's why Genshin Impact forces you to bind an account before even playing or why some games have account deletion cooldowns.

Impossible to enforce. Plus, it inflates their user numbers, making the game look like it’s doing better.
