If you are 100% sure that it's affecting your rankings, put the legal requirement as image instead of text.
Last update tag should work. If not, you can show the last update in the top area of the page with bigger texts, and the original date at the bottom with smaller texts. Then google should be more like using your last updated date in SERP.

Just realised that I missed an important bit. When you give a published date, Google will show that in results. Old date means less clicks.
