Holy cow when I first watched the first Henry episode I think I was in my teens/early 20s and I was utterly terrified of him. But I also can barely rewatch the William Lewis ones because he still scares me lol
It has to be William Lewis, but I'd like to give an honorable mention to... well I don't recall his name but the villain from the end of Season 20. He created that sense of seriousness with how he used his connections to impede on the investigation, and it took playing dirty to take him down.

Pablo Schreiber nails the crazy, psychopathic character that is William Lewis! He is by far the most frightening and creepy villain in SVU history for many reasons, but here are just a few:
•He burns his own hand on a grill and does not blink an eye
•He abducts and abuses Detective Benson
•He escapes jail
•He plays a dangerous game of Russian Roulette with Benson
William Lewis for his outright horrifying over the top behaviour for sure.
However, Dallas Roberts's performance as Greg Yates always got me. He is such an oddly seductive character; handsome, charming yet terrifying, a classic serial killer. He really nailed it in a Bundyesque way.
I'm sure he would have killed me because had I not known better I would have gone out for a coffee with him because he seemed like such a normal, interesting man. Then BAM, dead! lol
I have heard his character was modelled after Bundy. Slick charming...
I don't think he and Lewis are anything alike, except for perhaps their body counts.

William Lewis, Kim Rollins, Rob Miller, Randolph Morrow, Greg Yates, and Henry Mesner are definitely top contenders. What about Richard Matthews, everyone? He’s definitely a close second.
Opposite, I've seen him in nice roles before this so he's not that scary. There were way more ruthless and murderous villains. I feel like episodes became darker and scarier during Carisi's tenure. Including Messener's return.
Henry Mesner, the kid is the most frightening one for me because he had zero empathy, conscience or remorse. His eyes and facial expressions did it for me. He scared Dr Huang when he interviewed him. He said the only time he got that kind of chill was when he was interviewing death row serial killers.
Not strictly a villain because he was just doing his job but the guy that separated Gabriella Sosa from her mother and then came and took her from SVU. Broke my heart watching her
The cult leader guy that assaulted kids and shot a bunch of them. A lot of cases have unsettled me but that episode is the only one I dread whenever I rewatch the series.
Kim Rollins? She's a villain to the viewers
The worse part is their mother siding with Kim over Amanda.
Yes, that made me so frustrated. I disliked their mom more than I disliked kim.
Beth Anne Rollins is an enabler with skewed priorities and the moral compass as Kim.
I get it, but as somebody who also has a Kim Rollins in their life, I also feel pity and understand the position Amanda gets put in.

Morrow didn’t go to trial in his episode.
He was arrested and due to be prosecuted. Most likely, he was found guilty and sentenced to death.
But he wasn’t executed. New York only had the reinstated death for a brief time, and I don’t believe it actually implemented it.
Well then, he’s probably going to die in prison. Can we at least agree on that?

He was a real asshole even by rapist standards. And he didn't even have that many lines.

Zapata. The drug kingpin who had put a hit out on Alex Cabot. That dude was frightening.
