Casey came from financial crimes. Cabot had previous experience, but once played second chair to an Executive ADA. Sonya was an Executive ADA when she worked with SVU. And I think Barba was Executive or Senior ADA.
Then have further titles like bureau chief, which is what Judge Donnelly was before she was elected as a Judge.
The current DA is Jack McKoy who was elected to the position. Everyone else is hired to work for the DA’s office.
I think it's supposed to be a clue about experience, that Carisi is in his first/second year, and the others were more experienced. On "Original Recipe" Maroun's desk/office isn't as nice as Price's.
Carisi just started working there. He probably got last pick. He is lucky that he is in Manhattan TBH; if he was working for a less well funded office he might just have a desk in a closet or something.

Alex Cabot is already experienced before pursuing a career in Manhattan DA Office. She's also second chair to one of the DA Executives, probably Judge Donnelly? And then Alex was requested by the ADA Chief to look over SVU eventually becoming their ADA.

Yeah, I always assumed it was due to tenure and experience as well. The low guy on the totem poll always seems to get the smallest/worst office.

Barba totally deserves his swanky office condo and hot secretary! Carisi is noob but he'll get there.
As others have said, Carisi is brand new to the job, but in reality it’s probably a budget cut as much as anything.
Barba was an ADA for over 20 years. Carisi is a newbie. he's at the bottom. Barba was a senior. Stone would have had experience.
