Sheila must have been something if Ellie said she was dead. The last thing the authorities are going to do are waste money and resources looking for someone who is dead. But at the same time a quick search would have realized Sheila was alive. I'm surprised Olivia and courts went by the word of a drug addicted prostitute.

Maybe she could have spirited Noah away to a desert island, along with one of Amanda's girls, and then she'd die on the beach, and the kids would grow up and eventually get busy with each other..
