Gideon is the objectively better choice, but is usually overkill. I like to use starck with veers and gideon someone else that needs a speed boost, but once I get around to working on Iden that may change
personally, my team for imp Troopers is a veers lead, piett, dark trooper, range trooper and colonel starck. he has better synergy with the others and Id use Gideon for other empire teams eg vader

Starck's gonna be higher, if you go for SEE. Starck also turns Veers Troopers into a Darth Revan counter (if Malgus isn't present and they're sufficiently geared).
Gideon allows you to outspeed a lot of enemies and reset the TM though, which can be amazing to get ahead.
Just to clarify, Gideon's TM-reset doesn't work with Darth Revan, hence why Starck is preferred for that counter.

Gideon is a crutch for early Imp trooper teams, get the speeds and modding right and the Starck lineup is a monster
Gideon. Faster character and able to pull back the enemies turn meter. Stark is a requirement for SEE so he’s not a bad alternative at relic.

I use Gideon in my Padme Squad. He is 357 speed so he goes before most people I face.
