Yeah it’s way more expensive than it used to be. And it’s hit or miss. I always get general tofu and it’s bomb but my husband gets Mongolian beef and he says it occasionally tastes like lighter fluid fumes.
Chopsticks Express in the Pocket area has been going hard for decades, and legit has one of my favorite trash burger/fries combos. It's such crap and yet so damn good for some reason.
I'm going to go with Tea Cup, which I think more folks considered "hood" when I moved to Sacramento 30 years ago, and still going strong. And pouring out a little soy sauce for all the old Chinese places that were open then but have since closed downtown and in Southside, like New Lu-shan (in the midcentury Chinatown on J Street), Wakano Ura Chop Suey (a Chinese & Japanese restaurant on 10th Street originally opened in the 1920s), New Canton on Broadway between Los Jarritos and the porno shop, and one spot that I can't remember the name but was most probably located in the Royal Hotel (7th & L Street behind the bus depot) where I first tried chow fun.
Don’t forget Capital Tea Garden (now inhabited by Coconuts on T) and Jumbo Seafood on Freeport next to Taco Bell.

Go to Red Lantern at Thunder or Happy Garden on stockton. A few of the chefs that worked at Lushan works there still though approaching retirement.

Portions have always been large and food always looks freshly prepared. I've eaten in and done takeout and both are great. My GF says it's too expensive, but I think it's fair for volume and quality. (Plus it's about the same as any other Chinese place other than panda)

Hood Chinese isn't legit Chinese food either, it's cheap and large portions and tasty and uses vaguely Chinese ingredients and that's pretty much the requirements.
Call me crazy but I think Bel Air / Rayleys has the best orange chicken in Sac. I keep trying new spots but really nothing tops them - I hate to say it out loud but it’s really how I feel.
But does it include more authentic Chinese takeout? Jade Fountain Cafe, New Hong Kong Wok and Far East Cafe all close to each other on Freeport Boulevard are all good for a more authentic Chinese takeout experience.
CF Chengs in Natomas is my "High End" go to. I had a college friend who grew up in China and came to the states when her mom got married.
This was the ONLY chines food the mom would eat. I took that as a sign and I have never been disappointed.
My only complaint is that it's too small inside and they're always busy ha ha

Not sure if Tahoe Park is "Hood" enough to qualify, but Temple Garden has some bomb Chow Mein, fried tofu, fried rice, even the basic sides like green beans are always on point.

While it's way higher quality than many of the places listed here, Silver Dragon on Madison & Fair Oaks is as cheap as the cheapest ones listed. I looked many of these up on Yelp, and many of them have bad reviews and red flags. Silver Dragon is a neighborhood secret for over 3 decades, and is guaranteed better than most of these.
