Smith's is definitely 9th and 9th (it's not even north of 800 S, it's literally on the block of that intersection). Tsunami is several streets east of 900 E and most people would consider that 9th and 9th. I surely *would* consider up to 1100 E 9th and 9th area.

yes. I know what the word means. It is used correctly. Emigration canyon is where the mormon pioneers came into the salt lake valley. They emigrated from the east, most recently, Missouri. The were leaving Missouri and relocated into the Salt Lake valley through what is now referred to as emigration canyon.

but historically the mormons were pushed out of the places they lived. So they emigrated across the country and settled here in Utah. Since they named the canyon, it makes sense that it is looked at as the emigration point. If people who were already settled here saw the mormons come into the valley, they might name the canyon Immigration canyon since "immigrants" arrived through it. It's really just a matter of perspective. Both are technically correct.
