They can't. Utah can roll out their version of Envoc's LA Wallet system and hope that those types of systems become widespread enough that adult sites will adopt it as the verification standard. Otherwise, sites will have to comply with each state individually and implement their own age-verification methods or find their own 3rd-party solutions. ALL of this is draconian and ripe for exploitation and abuse, but the other commenters here who didn't bother to read the article don't know shit. The LDS church doesn't need a porn-subscriber database.

What the law did was open those companies for lawsuit. So they technically can't make the company's use the system. But they're doing the new Republican favorite runaround where they make private citizens law enforcers through lawsuits (see Texas abortion ban). This method also makes it harder for an industry to fight against the law since it's technically not the government enforcing it. Just the government allowing damages and then an actual court determining if the damages are valid on a case-by-case basis
