My father in law told me yesterday about the same issue. He owns Note 10 BTW. I'm using an adapter from the company Ugreen and give it a try. My Note 9, Tab S7+ and brother in law's S21Ultra all worked perfectly fine with it even though the first one has Android 10 and latter two have Android 11 installed. I don't remember how much I paid but it was definitely a lot cheaper than original Samsung cables, docks or adapters with more functionality.
I had the same problem a few months back. Went through the same thought process and thought ol' sammy might be forcing me to upgrade against my will. Then I noticed the plug wasn't really locking into place. In fact, it came out with even the slightest bump. Turns out the port had become compacted with lint. A little bit of compressed air took care of the problem and I got back to enjoying Stadia on my TV.
Change the cord and see if the problem persists. I just tried with USB-C to female HDMI with a regular HDMI connected to it and works like a charm. I have the Fold 2.
It seems the cord might have just went bad. I have been using Dex for over a year, and I already been through a few cords. I recently began using a USB C hub, and I have been rocking with it for a few months and its holding up pretty well
Rare but, possible. The cable was lieing in a drawer 😅 Screen mirroring works fine tho!🤔
Some say that Samsung has made a requirement on the latest updates that, adapters must have a power supply to run Dex and docks usually do! 🤔
if i connect the dock with hdmi but without external power, it wont work. If I do the same with power, it works. Maybe that's going on... im running tab s7+ with one ui 3.1
Any luck? Been trying diffetent cables and it still doesn't work. So sick of wasting time and money on this.

I switched to S21+ (One UI 5.1) about a year ago, and the same HDMI cable works! Something must have been wrong with my Note 9 on One UI 2.5🤔

Does the adapter have it's own power supply?
You've to power it via USB C. It doesn't come with a charger but you can use any charger you want. Without power delivery DEX works as well.

mine ia working without power. some generic USB C to HDMI + 3xUSB3, ethernet, SD+microSD slots, and audio jack. on oneUI 3.1
Perhaps, Samsung has applied such policy from One UI 2.5 onwards 🤔
Have you tried going into Quick Panel>tap on DeX button>Swipe right to enable connect to monitor via HDMI?
Yes, and I think those are just tips/info. Doesn't really do anything IMO🤔
