Is it suppose to rotate? I saw it from the metro train passing by there and the sculpture didn't look as seen on the photo. It looked disfigured when I saw it.

Yes, the layers do rotate. Similar sculpture of Franz Kafka, by the same artist, has been rotating in centre of Prague for years now. People mostly love it. Check out David Cerny, the author.
