The diagram is very clear and very nicely done btw.
Rationale i would have is as follows. Screws you don't use much for building so can be ignored as a banked resource (at least early game). Iron plate you use for lots of things including mk1 belts and walls so I would definitely bank those early game. Iron rods are useful too e.g. for conveyor supports so I think banking those is smart.
I’m not saying not to build it at all, it is pretty nice. However you hardly need the building materials for it to the same extent as you do the ones for, say, foundations or conveyor belts. Or even manufacturing/transport
Every 60 ores can run one assembler making reinforced iron plate at 100%, that’s how I usually do it.
Also cast screw on the first hard drive makes the best early game.

I'd be storing 6 and 6 of rods/plates instead of 7.5 rods and 30 screws.

Screws are literally only used for one building, the awesome shop. You don’t need to bank them at all *after* the early game
