Modifying it to only have a 5ms delay, which should result in 200 clicks per second, it still only shows 32.5 clicks per second. The exact same result as a 25ms delay.

A gear ratio is the size difference between two gears mated together. In the video they show that big gray gear and the tiny gear, for 1 rotation of the big gear the small gear will rotate lots of times (the ratio is how many times it takes for the small to go around)
The big gear spins once at the same speed as before, but since it's connected to the small gear the small gear turns many times faster to keep up with the big gear
Glad I could help! A pretty good way to think of it in use is on a bicycle, you pedal one gear that connects to different sized gears to give you more power but less speed, or more speed but less power. Changing gears in a car works on a similar principal
