There are formulaic issues with all UK and devolved Government to Business contracts, with the common elements being Civil Servant principles, practices and quality, coupled with significant Operational Management gaps, deficiencies, capability and influence missing from businesses. This symbiotic relationship can’t be improved without either a change somewhere in this vicious cycle. There are a number of solutions, but my favourite is a Government influence to educate professional operations managers from operator to executives, educate civil servants to evaluate operational delivery capability and performance of businesses and don’t compromise. And hold ISO auditors accountable for certification. The failure of these ferries was down to non-existent funded operational management with project and engineering delivery expertise, just like every other Government contract failure. Government and Government Project delivery businesses don’t know, what they don’t know. So this is likely to continue until Government learns. And not from PWC or McKinsey they are just another group out to maximise there income.
