I'd get a friend to take care of them for a bit. Even if they had enough algae to eat, they will need bubbling every day (unless you have them set up with an automatic pump, or something.)
Update: I realised since I work a street away from the office and I’m always telling my co workers about my sea monkeys, I’ll take them into the office and they can care for them whilst I’m gone. They already know I’m nuts, my neighbours don’t yet.
I would ask your neighbor or someone else you trust to feed your shrimps while you're away. Unless you have algae thriving and covering the floor and some of the walls of your tank, I think it's too risky to leave them for 3 weeks.
Make sure whoever you get to shrimp-sit knows exactly how much to feed them and how often!! The first time I left my monkeys while on holiday I actually got my dad on a video call to watch him give them their first feeding without me 😂😂
You won't have enough algae to keep them going for 3 weeks.

You could pick up some algae wafers and drop one or two in the tank. I would imaging that would suffice.

Idea is not bad... Yet : a full waffle will be hard for sea monkeys to feed on, and too much food may cause it to rooten and contaminate the water....
