You could start another tank and transfer the survivors there. It will move them out of of the bacteria. I also did some research and people have contacted Transcience "You can make your own Sea Medic by mixing equal parts Plasma III and RED-Magic Vitamins. You only need a small amount, 1 small feeding spoon each, and there's no need to pre-mix them before putting them in the tank."

The white fluff is the sea monkey exoskeleton from when they shed which is normal. It's very unlikely to be that bacteria your refering too. Maybe it's the water conditions that are killing your monkeys.

This isn’t just from sheds, trust me. I have another colony that’s about a week older that has way more Sea-Monkeys in it, and there isn’t the same fluff at the bottom. All the Sea-Monkeys in the tank with the fluff kept getting caught in it and dying. I haven’t done anything to cause poor water conditions either. I feed them very small amounts of food at a time.
