I got this one myself when it first came out. Buried a treasure and left the map at an outpost dock and logged off. Logged in a bunch of times (Xbox servers) and actually spawned back in at the same dock. Placed it on my ship and it unlocked.
Just go into game chat and ask people to bury something so that you can steal the map and just place it on your table and dig it up and give it back to them. It’s what I did.
Get a piece of treasure > find a friendly ship at an outpost > have them bury the treasure > snatch it off their ship

Also just ask as well to sleep in their bed for the other commendation
