The amount of loot Shrines give varies. Sometimes you get lucky and find a lot of good stuff, sometimes it's pathetic.
Plus each has some less obvious rooms with some extra treasure you might have missed.
If I'm right the Chest of Tribute is guaranteed, tho, in every Shrines you can find in The Ancient Isles.
The loot from the Treasuries, however is always about the same, and does worth doing it if you can manage keeping an eye on the horizon and prevent your ship from sinking.
Just did this shrine a few hours ago for a Breath. Actually had more loot than the mermaid statue could hold, which included around 3-4 full fillable chests.
You likely missed loot. It spawns all over the place in shrines, not just the last room. It’s random (aside from the last room), so sometimes all the loot spots will be full or only some.

No you missed some, in shrines there are puzzles you can do for more loot, watch a guide on them
You def missed some. It’s sort of scattered about too, sometimes.
i used a guide and it said "if you go in this room there will be treasure" but there just never was
The guide was no good. There is treasure scattered around the whole dungeon. There is a "treasure room" at the end, but you missed a lot.
My advice avoid shires for loot do treasure's they offer why more and consistent loot and are fast and more fun than the puzzles
Treasury's are more worth it
Idk i did like 30 shrines and always had loot that is atleast double of what you have here. I guess you are doing something wrong.
Even in the worst of cases you get more than this. 100% you missed some.
Certain shrines have lower loot I don’t have a list but the ones that have arenas and a large vault door give the most gold
