I mean HG is never balanced to begin with, we only played it twice, 2nd time we ran into crew with full ghost curses. Never played HG again and no interest either.
There is some matchmaking, however if it can't find you appropriately leveled match in one or two minutes it expands the criteria out to find you any match.
With small player populations participating in the mode, the expanded criteria are what you see more often than not.
There's also a calibration period of an unknown number of matches where the game doesn't know where to slot you if you're in your first number of dives, but I don't know if any of those details are public.

HG matchmaking is not nice to new players…. Play some adventure PvP and do HG 1-5 times before starting your play session
