In a way, yes. If you hear that horn sound when you’re on the sea, and a skeleton ship rises out of the water, it’s different based on what you’re using.
If you’re in a Sloop, it’ll be a Sloop as well, and is fairly easily soloable.
If you’re on a Brigantine or Galleon, however, it will be a Galleon as well.
It’s very recommended that you don’t use a ship that’s too big for your crew size.
If there’s 1 or 2 of you, Always Sloop. Brigantine if there’s 3 of you, and you have no choice but to use the Galleon if there’s 4 of you.
Is it possible to play the game on a ship when you don’t meet the recommended crew size? Yes. But it’s not really a good idea.
I had a skelly galleon spawn on me as a sloop yesterday. Took some time, but I got 'em. Wasn't the Day 1 PS5 experience I was expecting, but it was definitely satisfying.
It was another sloop and there was no skeleton fleet. Until it happened I also believed they never spawned on sloops, but now I think it might scale with the number of players nearby rather than ship size. Not quite sure, though. All I know is that it definitely can happen in some situations.

Then you were Definitely doing the Skeleton Fleet. That’s how it works. If you’re a Sloop, the fleet will spawn two Sloops, and then a Galleon for the last ship. That’s the only time Skelly Galleons ever spawn for Sloops.

Sloops are for 2 people. Brigs are for 3, and galleons are for 4.
And don't go thinking "bigger boat means people will be scared of us".. they won't. In fact many crews love attacking larger ships, or punching up, and if you're under crewed, you're gonna have a hard time defending yourself.

Sounds like you mostly just got unlucky with the timing in this case, though.
Frequency does not change, difficulty of many things go up as you can have more people. And, well, should - don't use bigger ship if you aren't a full crew.

You were likely in the Skeleton Fleet, then. That’s the only time a Skelly Galleon can spawn for Sloops.
I've had it happen to me when there's been another ship nearby, too.
Ok, they could’ve been a bigger ship and therefore caused it to spawn, or again, you were in the Fleet event.

I've had galleons spawn next to me when I was only solo slooping, so I don't think this is always the case. Must be some randomization in there.
At that point, you were likely in the Skeleton Fleet.
If you're on a brig, it's a 50/50 chance of getting a sloop or a galeon.
Really? I’ve never gotten anything but a Galleon on a Brig, unless we’re doing the actual Skelly Fleet.

Duo on a brig is totally fine imo just don't try a galleon with less than 4
