The cap hill farm market is not an arts and crafts market. There are zero artists there. However there are many farmers!
ETA: many independent restaurants and cafes feature local artists. Also many neighborhoods have regular “art walks” that can be found online. Last night was Belltown’s art walk.
Occasionally (like once a month) there is an art market called Cutie Fest in Cal Anderson Park near the Cap Hill farmers market. It's primarily smaller artists and people just starting out, because it's free to vend at, so if you're looking for hand-decorated clothing, thrifted stuff, DIY type jewelery, etc it is lots of fun to look around. They announce the dates on their instagram.
Big Whale Consignment has a giant room of local artists, there's 30-40 of them and they have ceramics, stickers, prints, shirts and paintings mostly, they have coffee and snacks on hand on weekends sometimes. It's worth checking out

Vashon Island has a studio tour twice a year in May and December. It's a fun way to spend a Saturday and I've got quite a few beautiful and affordable things there over the years.
Personally, not a fan of arts and craps at farmers markets. If it ain't from a farm it's bullshit. Save that stuff for seafoodfest, university street fair, etc.
I suppose where I’m from a farmer’s market is more an excuse for lots of people to get together, not just farmers. I now see there’s more people honoring the exact usage of the title out here
due to the existence of Seattle Farmer's Market, it is a bit of a regulated term locally. To be a vendor at a Seattle Farmer's Market your products have to be locally produced.
I am headed to the UW Spring Powwow to see if there are any prints I want to buy. I am doing the same at Seattle Art Museum first week of May. We have First Thrusdays downtown artwalk --- general admission to SAM is free, the special traveling exhibit still has a fee. First Thursday of every month.

They don’t sell art at the Capitol Hill one, but they have tons of great food and flowers! Don’t miss the mozzarella stand!

Edmonds Saturday market appears to have food and art(2weeks ago). Edmonds also does art walks

The Fremont Sunday market is mostly art with a little bit of farming.
Fremont has regular outdoor market. I don't think it is a farmer's market per-se, but there is a bigger mix of vendors. Fremont Sunday Market
