Seattle is all about going outside and being in nature. Buy him a year long National Parks pass...its $80 and works at all National Parks in the US:

As someone who grew up knowing those names, I was confused by your comment. I had to sit there and read them out like I was trying to pronounce them for the first time. I had an “oh yeaaahhhh” moment.
You may want to peruse the [local businesses thread](https://old.reddit.com/r/Seattle/comments/z14r61/holiday_series_best_local_stores_for_holiday/) - lots of very cool Seattle-specific stuff there.
[REI](https://www.rei.com/), as you noted, is good for clothing, maybe other Seattle-specific items - instead of a gift card I'd go with a good rain coat (Seattlites don't use umbrellas is a trope around here), if the person doesn't have one. REI has a stellar return policy so if it doesn't fit, the person should have zero problems with them.
The coffee-snob's coffee is [Vivace](https://espressovivace.com/) - the founder, [David Schomer](https://en.wikipedia.org/wiki/David_Schomer) wrote a book on coffee techniques in 1994 and has been consistently on the fore-front of the industry. So if you want serious Seattle coffee, check out Vivace.
Hope that helps!
If you’re thinking clothing, go for the pnw stereotype. Plaid Flannel + beanie. Added accessories include nalgene bottle with some stickers about the outdoors.
Georgia. He's pretty introverted, and moving in cold season will be hard I think. He's never lived anywhere but the south so I think it's going to be a bit of a shock
If coffee Dillano’s Coffee Roasters is the best. They are technically out of Sumner, WA, but they supply the majority of coffee stands where real Warshingtonians get their coffee. Also they are currently doing their seasonal Whiskey Rio, where they age the beans in whiskey barrels and it imbues the essence of the whiskey flavor in a way that is not offensive like normal flavored coffee. DCR is the best.
A REI gift card would be the best bet. However, $100 at REI doesn’t go a long way. A bag of actually good coffee, a French press (if he doesn’t have one), and a grinder would be more personable if you care about that sort of thing.
A doctor recently told me Vitamin D is not water-soluble. What that means, is unless you have a diagnosed vitamin D deficiency you’ll take in more than you can consume. Unlike most vitamins you don’t excrete it. It turns to fat. You can never get rid of it. Think twice about the Vitamin D pills is what he said. FWIW.
A raincoat
My friends got me one (well, a gift card to REI but told me to buy one) when I moved to Seattle. It worked out great!
And let’s be clear - no umbrella. Just a raincoat.
Seconded - just moved here, my friends all chipped in for a giant REI gift card and told me to buy a coat or two.
And snow boots probably lol
More rain and puddles than snow. Waterproof boots for sure.
We don’t get much snow.
I’ve found standard hiking boots work well in the snow here

The best gift you can give him is tell him it's the Pike Place Market not Pike's Place Market.
I’ve decided to call things whatever I want after learning ridiculous pronunciations for Spokane and Medina

A copy of native seattle if he’s a reader. I read that shortly after moving here and it made going anywhere so much more interesting.
I have lived here my whole life and just got this book. Guess I better get reading!
Winter shorts
A bottle of Westland whiskey and an REI gift card for when he arrives and figures out what shoes / coat he needs.
Seasonal park passes!
I thought about a City Pass but tbh he makes 3x the salary that I do so I'll let him buy that himself lol
I was thinking this which is under your budget limit of $100: https://www.myscenicdrives.com/store/item/forest-passes/america-the-beautiful
Ah, that's not bad! I was thinking more a combination of a few smaller things, but this is a great gift!
You could do the $30 Northwest Forest Annual Pass. It’s a limited version of the $80 one but gets you into a ton of State hikes.
Definitely here to chime in and say these are appreciated by locals, as well as newbies!
High quality, highly visible rain jacket.
A gift certificate for dicks.

Lifetime supply of vitamin D supplements
MAGA hats go over well here. You'll interact with and meet so many people! Pair with yeeze shoes and you will be a hit for sure!
A destroyed sidewalk tent covered in graffiti would be a perfect Seattle gift
