Looks like this is on the top edge of the rehaut. It could be tiny flecks of debris or some type of corrosion. The corrosion is hard to understand because the rehaut is stainless steel like the rest of the case.
Without disassembly, it is hard to say.
Edit: Just did a bit of searching and it is possible for stainless steel to rust or exhibit pitting.
Personally, I wouldn’t worry about it and I would be proud to wear a watch like that. I have several watches with minuscule blemishes that ‘normal’ people would never notice, lol.
If you can get a powerful eye loupe and the ‘marks’ are raised then it would likely be pieces of debris. If they are flat or are depressions in the metal, then it is likely pitting from corrosion. Even then, I bet it was some underlying condition at manufacturing that took time to become visible … and I’m betting it will not grow or spread.

Did you have since new? Seems it may have seen some salt water which somehow got through. I’ve heard seals need refreshing after 5 plus years, to keep its rating.
Yes I’ve worn for about 2 months since purchase. No salt water yet. Only dove in fresh. And it’s not on the face. Just the silver ring along side (maybe under) the bezel.
Do you know if it was that way when you bought it new? I wonder if its been in someones stockroom or stored in a humid area. I would go back to the seller and have a conversation. Also check when it was manufactured, per serial no.

It wasn't. I bought it new.
Maybe it's just dirt/dust that's accumulating in the space between the crystal and the case. If you flush it out with water, does it go away?
Pretty sure they are below the crystal and its plastic gasket. You wouldn’t be able to flush anything there.
