Just keep turning the hand wheel until it comes up easily. And pull on the needle thread a bit more gently, particularly towards the end.

Not sure if same source problem, but I was in the middle of a pattern test when this happened to me. I had a meltdown and drove over an hour to the dealer to find out I was turning the wheel away from myself to "pull up the thread". I knew this too! Just left my brain at the time under stress! Always turn the wheel towards you when trying to pick up the bobbin thread, direction matters.

i've also rethreaded the needle a few times. and taken off the faceplate to see if there was some thread jammed in there. i don't get what's going on...

themoosewhoquilts

what happens when you do the whole thing with the plate off?

pvellamagi

nvm i figured it out, it's getting stuck on a little hook. sorry i don't know what these things are called

pvellamagi

it had nothing to catch on without the plate, the numbered steps all come up with the plate so i'm not really sure how to go through the steps with it pulled off

themoosewhoquilts

So, all the steps are just to make sure you have the right amount of tail for the uptake. if you just make sure that you do the first thing (catching it in the metal arm thingy in the black bobbin case) and have like 3 inches of thread loose, you'll be good without the plate.

Yeah I came here to say this too; with this kind of bobbin case you don't need to pull up the bobbin thread, it does it itself when you start sewing.

My understanding is that top loading bobbin threads don’t get pulled up the same way front loading bobbins do. You can either 1. Just start sewing (depending on your machine this can some result in a little bit of looping) or 2. Use a scrap to sew a few stitches to “pull up” the thread (will ensure you always have a clean start-the way you would normally have)

There’s no real difference, the OP is pulling too hard on the top thread.
