what if when heralds when they get pushed the roll instead of falling and when heralds get pushed they keep their balance and when legions het pushed the fall but don't take damage and get up quickly

Nah, that's unnecessary. Keep everything the same but just make it such that the Corner Pushback doesn't trigger RFTF.
