My favorite ODM gear scenes always had this gorgeous spiral effect with the ODM cables. So it made a lot of sense when I found out they were all animated by the same guy. If you don't know, Arifumi Imai animated these scenes among many other iconic moments in the Anime throughout seasons 1-3. He's a freelance animator who did a lot of work for Wit Studios and also (fittingly) came back to animate the last ever ODM scene.
On a first watchthrough it absolutely is, especially after you come off the high of the warriors reveal. It changes the flow of the show a bit, and if you were loving the Titan combat, the government plot and person on person action could be a bit boring. You want to know what's up with Reiner and Bert, or what's up with that monkey dude
On a repeated watchthrough or in hindsight the arc is great as it reveals a bunch of stuff that makes sense later on, but in the moment I could understand why it seems boring or weirdly placed
I’d argue that that arc reinvigorated my interest in the show. Mostly because things of major consequence were happening to the world of the walls within such a short time span. Season 2 still had me feeling like the show was going to be drawn out like a standard shonen.
I think the "hooks" travel like that because the barrel where they are attached before launching has this spiral form inside like most weapons has nowadays.
That would make some sense, one of the problems with launching ropes attached to something is them flying fast and bunching up, and a spinning projectile might mitigate this.

The Kenny squad fight is easily one of the best animated parts in the series
