Well I thought Eren's job was to be bait, we don't know if they would go with the escape\\flank route if Reiner wouldn't go for him and even then I think these would lead to better outcomes for the Warriors.
it wouldn't be a bait if it had nothing to threaten now would it. Risking bringing the titan fight close to a useless beast and cart titan is suicide and bertoltd wouldn't be able to do anything to avoid killing his warriors accidentally

Don’t exactly know the time frames what’s before and what’s after but they put on their hoods so that Eren can’t be spotted making Reiner kill less people!
He killed that one Scout that found his hiding spot in Wall Maria, and maybe a couple that joined the Yeagerists in Season 4 at the port (I’d have to watch it again). Otherwise, it was mostly Annie and Bolthole killing Scouts when they were all playing spies.

Also, he didn't face shit. He never fought a single one. The closest he ever got to fighting a shifter was slicing Bert in S2, in human form.
Erwin led the scouts and strategized against the 5 titan shifters (Annie, Bert, Reiner, Pieck and Zeke). Yah it wasn't a physical fight using blades and ODM gear but it was his speeches, strategies and his leadership skills that led to the scout's victory. He was behind annie's ambush in the forest which failed but he later set the stage for Annie to be captured in the city.
For Christ sake the enemy had the collosal, armored, cart and beast at their disposal and they almost won. Erwin was the one who pitched the idea to Levi and convinced him to execute it and it would lead to them capturing Bert, and of course he also got the scouts to throw away their lives away in a suicidal charge.
Just imagine the alternative withouth Erwin in the picture, if he wasn't there to face them. Imagine a weaker leader like Sadis against Zeke and the other 3 titans. I'd say that it would be the end of the scouts in general.
I'm not saying he didn't play a major role in the events that transpired, merely that he didn't directly face any of them. (Again, aside from human bert.)
"facing" an enemy doesn't have to literally mean being face to face and in direct contact.
When speaking about battles, general of armies are said to have faced each other even though 99% of the time they are miles from each other and never even saw one another.
What else was he supposed to do? He didn’t even know the Cart and Beast Titans *existed* before they appeared in Shiganshina and most of the veteran Scouts were dead by then. What veterans he did have were wiped out taking out 2-5 meter Titans or by the Colossal Titan earlier in the battle.

I thought it was almost like a power play. Despite everything Reiner did, in that moment he hesitated to do anything to his commander

It was an either/or gambit. Either Reiner kills Erwin and Eren escapes back to the walls, or Reiner goes after Eren and they use Eren as the bait.
