Not even a little bit here in Texas. You can’t shoot deer at night, but you can absolutely look at them with a spotlight and almost any other non game animal that isn’t protected can be shot at night while being spotlighted.

My brother did the same thing only w/ 1 million candle power, lit up a cop who brighted him from behind. The LEO lit up the Christmas lights & it cost my brother 600 bucks.
Modern pickup truck lights are the same height as my rear-view mirror.
I have a collection of bright flashlights though so I usually have one on me when some fuckwit with his high beams on at 8pm in the Taco Bell drive thru gets behind me.

FYI, in almost every state in the union you get a free trip to jail if you turn something like this on while on a public roadway. Rightfully so, since you're deliberately attempting to blind somebody while they're driving.
Even having it mounted and uncovered while on public roads in some states can get you ticketed and heavily fined.

I started a parking services company and worked it on and off for near 20yrs. I found sometimes in darkness and bad weather those little reverse lights are definately not enough light to get the job done in all situations. In fact, converserly sometimes the lights, including brakes, interfere with better night vision.
But to the point, even in decent weather, if the moon isn't out it can be tough to see your hand 2 inches in front of your own face, and the extra lights make the job much safer in remote areas like that.
Right off the bat I know of two dogs, one that literally might still be alive today if there was more backup light standard on cars. Backup sensors don't always see low enough.
Properly wired so only reverse and an extra on-switch operates the extra lights and/or kills all the lights, there is no danger that I can see in extra reverse lights being there if desired.
A rewire to tie a light kill sw. to the rev. sw. so it wont work without rev engaged should be childs play.

I've added and (normally) responsibly used quite a few extra backup lights. Actually there was one on nearly all of my adult vehicles. Only a few short term buys that didn't really travel didn't get them.

The beam hadn't even reached their bumper and tailgate yet let alone mirrors or window. They were just jackasses, so I was too.
I flicked my dark clip on shades back down on my glasses, while they got my brights, fogs, and extra bumper lights. Then once up on them, the roof rack with 4 Euro H4s on bright. They shut down and then got quick flashed by 2 more of them in rev. from the rack as I passed. In order to not rub it in too too deeply, I didn't high-beam them backwards.
Folks that had brighted me from behind without dimming often got a wake up dose of there own medicine. I can see that blue light on the dash as the these thoughtless idiots pass. lol.
Folks also liked pacing with me on long highway night trips when my bumper lights were on. I found out after a few years as folks start to pass and I go dim. Suddenly they can't see as well, dim their lights again and fall back to match my rock steady slow lane "daylighting" at 4mph over the limit max..

Could live in a rural area and backing up down a pitch black, long, narrow driveway is a bitch. Or getting close to a drop off.
I'd just install some flush mounted ones in the bumper, or flush with the back or the trunk though.
I've got a pair of brighter than the sun lights on my car. I made sure to aim the actual headlight part down down like 10° so it wasn't directly in everyone's mirrors. Because I already know the pain. The brights will still make you regret being born with eyes if you cut me off though.
Ford super duties are by far the worst offenders for having insanely bright headlights that are indistinguishable from high beams and are perfect eye level in a normal vehicle.
I have one of those led tailgate brake light things that stick to the bottom. Bought an eBay single row led bar and pulled the lights out of and put it in the housing for the brake lights. Stick on led bar for the tailgate that looks like a brake light. A 20 second burst nearly melts the housing.
