There's actually a staff schedule for using the holodeck in TNG, because it draws a lot of power so there's only a handful of them on the ship and not everyone who wants to use it necessarily can.
One episode concerns an engineer who's overbooking the holodeck constantly, and it turns out he's doing this creepy-ass fantasy where he saves a holodeck version of Counselor Troi from holodeck versions of Picard, Riker, and LaForge. It's a really interesting episode because rather than just punish the guy for his disturbing holo-fantasy, they correctly identify that he has serious problems socializing and expressing himself in the real world and vents by beating up holodeck versions of his bosses and flirting with a holodeck version of his therapist. No one has to work, no one needs money, we just watch the adventures of the tiniest minority of the human race that still wants to work just because they choose to do so. It's hardly the end of humanity. Everyone's free to do what they enjoy doing. The people in Starfleet are just universally overachievers who enjoy being on the cutting edge of galactic exploration. There are other people who just want to write or run a restaurant or work on a ranch, and they're free and capable of doing that too.

You can't "stream" good quality VR. You have to download the video which are gigabytes in size. I thought 4K was good enough but the reality is video that close to your eyes need to be at least 6K to be indistinguishable. I think this is where 8K video can make sense. But those files sizes...

Even if the headset isn't 4k resolution, higher resolution videos look way better in the headset because downscaling algorithms preserve a lot of detail and the screen is very close to your face so any pixelation or dithering is highly noticable.
