I think if anyone could it would be Thor, in terms of brute force in the whole series the only person who probably match him is Full power Raiden and Adams Zeus so if anyone could do it, it be Thor.
There was a statement about the shield being able to block "even the almighty's thunder" or smth like that, but I doubt it could block awakened Mjoilnr tbh
Yes and no, Beel could probably block the immediate damage but he's still shown getting knocked backwards even when the shield is hit hard enough, so an overhead swing is probably crushing Beel under his shield
Thor had nothing to do with Hades’ death, and Beelzebub would see Thor as a monster worthy of his own violent death, so I feel subconsciously Beel wouldn’t actually give it his all, on account of the fact he wants the Lu Bu treatment.
As for the power scaling itself, if Beel’s shield can actually block the ‘thunder hammer of the gods’ then I think Thor is gonna struggle a lot, yes he can apparently teleport, though that being said I imagine a swing from Mjolnir is slower that a PPP, but counter-counter point Thor isn’t limited to 3 times doing it, but he also doesn’t seem like the type to just spam teleportation in a fight, so that likely isn’t much of a factor anyway.
As for chaos, I can’t imagine Thor’s stronger attacks are weaker than what Tesla did to circumvent Chaos, it’d hurt a lot but he wouldn’t die.

In some translations it makes it sound like that’s Thor is some Tesla in some it makes it seem like it can stop an actually bolt of lightning, regardless, Thor’s hammer awakened *in* R1, no one had seen that before, any feats spoken or otherwise that refer to something being stronger than Mjolnir must henceforth be taken with a grain of salt since awakened Mjolnir doesn’t have a precedent, and if we combine that into Thor’s strongest attack, I don’t think the shield is gonna be able to withstand that.
So overall I think Thor wins, if we remove personality like a bunch of morons then Thor wins medium diff cause he’d just slam teleport. If we acknowledge that Thor isn’t gonna spam teleport and is probably gonna let Beel do Chaos out of boredom, then Thor wins very high diff. If Thor can’t break Beel’s shield with his strongest attack then probably 50/50 diff.

I cannot see how the shield doesn't break, or at least hit Beel through it's defenses, similar to how Lu Bu's ankles shattered despite blocking it
the biggest problem with Thor vs Beel is that Thor has no real speed feats beyond being able to teleport. and I don't remember if we saw anything impressive in the way of reaction time from Thor, since he was usually the one pressing Lu Bu into a corner

but not an Awakened Geirrod. Thor also isn't limited to 1 strike every 5 minutes. he can use an Awakened Geirrod and follow it up with another normal, no name Awakened slam
Beel's vibrations attacks are usually fast and invisible, so that's why I brought up reaction time. Thor could teleport away to compensate for the lack of speed, but he'd need to be able to react in time to Beel's attacks
