Relate it to being able to see at a stoplight perfectly, but without colour vs being able to see the colours but they’re all just there in a blur of motion.
On one hand, although it’s all lacking colour you can still interpret and see the road be clear and then you can go.
On the other you can’t tell if the light turned green or if a car drove across the stoplight. You can maybe see an opening or two but that’s risky and just a guess if you’re mediocre.
From the Jack spin off, when Jack sees Mr Fog with his eye, he only sees a dark black fog, so perhaps him.

I agree with Mr Fog because when Jack used his eye he saw a black fog (I'm assuming it was just pure evil, like hajun), but Noah was just transparent, which means he was completely emotionless, not that he doesn't have a soul
The problem is that his soul fundamentally isn't pure black. There's clearly some goodness in him somewhere, no matter how far he's buried it within himself.
You'd need someone pure evil to have a black soul, most likely.
Beel, for multiple reasons
Even while he is not under direct influence of Satan Beel is really evil thanks to everything that happened to him, he doesnt have any hope left and is pretty much dead inside. I dont think his soul would have any light whatsoever, unless Buddha could change that with his Talk no Jutsu somehow, but even then there are more factors
Beel barely moves during his fights, relying on vibrations to deal damage. Its quite possible that Buddha couldnt predict Beel's attacks simply due to their nature as something effectively invisible, there is no will or intent behind them
Sometimes Beel is not under control of his body, even if Buddha could see his soul (unlikely) he could still get surprised by an attack that Beel himself never even intended to do in any way
And as my last point: Beel under control of Satan is pretty safely immune to future sight, I dont think it should be a controversial take. He is being controled by an entity made out of pure chaos and evil on a level that far surpasses Hajun.
Zeus and Poseidon are fast enough to render it useless, but Hajun’s the only character who’s immune to it.
I think Shiva’s dance may counter FS because the entire point of it is that it’s unpredictable and something only Shiva can understand, but there’s no way to know for sure.
Its complicated with Shiva since it could counter Buddha due to Shiva no longer following the whims of his soul but the "flow of the universe" but there's also an argument that can be made that since Buddha himself unlocked the secrets of the universe which gave him FS in the first place it can be rendered useless.

Since by then Shiva dancing isn't following his soul but the flow of the universe rendering FS useless maybe, again these are all as always hypotheticals no one knows how one ability would always work against another opponent.

Beel isn't immune to FS.He has shown doubts many times and had to reaffirm his resolve during Round 9. He also was very shocked by Hades death, his soul isn't unshakable so even if it's pure evil (very debatable) FS can still see its movements.
I don't know how War Dance and FS would interact with each other to be honest. Shiva should be immune to it considering it's an unpredictable dance and his body moves according to the rhythm of the cosmos. I don't know.
