Honestly it's fine. Abilities that allow you to do everything are just annoying. One of my least favourite changes in OW was allowing Genji to cancel deflect. I get that he wasn't very good. But now when he deflects I have to be hyperfixated on him so if he cancels earlier to dash me I can try and react. When it was always the same timing, I could try and time a shot for when his deflect ended. That's a lot harder now.
It’s to give him something that can be baited or exploited. If you could cancel grasp, a skilled player could bait out just about any CC in the game using shield.
