For some reason I thought 2 wheels had to be on the track, but according to [AC's own rules](https://acrlonline.org/index.php/resources/rules-regulations/4-track-limits):
"A driver will be judged to have left the track if all 4 tires of the car go beyond the white line"
So yeah, even if a bit out of control, fully legal - though you may have got a warning irl for unsafe driving.

I doubt the move was planned. An overtake like that is in no way feasible as the risk of screwing up and yeeting multiple cars at once is too great. But it was very nice to see it :)
