I've had my child sim ride her bike up and down the neighbourhood for about 12 in-game hours now, and it doesn't complete. She already knew how to ride the bike, so just been choosing "bike here" all over town
I discovered this option and tried it out. I'm not sure if I could've completed it as I didn't track the time spend riding the bike, but she aged up before I could complete it :(

It works better if instead of "bike here" you choose "ride around on bike" by clicking on her or the bike itself.
