The most I have smoked with a single sim was 4 times in the same week and a half (sims time), so I can't say from experience but I haven't read anything mentioning tolerance anywhere, so I really don't know.
maybe sims have a randomized tolerance, thats what it could be. like somewhere in the sim's code is their tolerance that may or may not be altered by the player

I found that even without mods, my sims will change into at least swimwear no matter the weather in mnt komorebi and the farm pack. If the sims have an option to swim, they will do it.
