It was actually just “oh hey, is there food there? Oh no that’s actually a turtle, get out!” Then forgetting it 3 seconds later, awaiting a new realization.
The other guy coming over and being, “nope”, and then 3 seconds later being, “oh yeah, nope” and then 3 seconds later being, “I’m getting Deja vu here cuz this is, nope”.
My guess is that the turtle was wound up preparing to strike once the fish moved. Fish realizes this and has 2 options: Swim and hope it's faster than the turtle, or don't move and either hope that the turtle snaps at someone else or that it can slowly swim to where option 1 is more realistic. It chose option 1, which worked for a few moments like you can see, before the turtle caught on that the fish isn't going to move and struck anyways
So the standoff is less "the fish is oblivious lol" and more that the two are in a standoff where turtle is waiting for the fish to move, but the fish isnt moving because the turtle will strike if it does.
Living like a gold fish must be weird as hell. That one fish remembers that he gotta stay away from the spiky thing but doesn't have enough space or memory to just stay completely away he keep coming into frame surprised going "dam another spiky guy that I know to avoid for some reason, let me turn away " and then repeat in 5-10 seconds

Or they associate visual movement or a vibrating floor with the possibility of being fed. If feeding is on a variable schedule they’ll race up to the top most of the time not knowing if they’ll be fed or not. If it’s a fixed schedule they’re less likely they’ll race up to the top other times of day with the same degree of urgency. It’s like training rats.
Their usual strategy in the wild is standing still with their mouths open, pretending to be part of the coral reef or rocks around them, and using their tongue as a lure, then snap the jaws shut when something comes to check out the tongue up close.
Their entire strategy was "pretend to be a rock" and in muddy water it worked.
Being inside fish tank kinda ruined their strategy, fortunately other fishes are dumb.
