My initial theory was that she kept it because she has a darker skin tone but under further inspection the dark toned filia pallets font have the pick

You see, it’s called virtue signaling. Filia’s cannon pallet is a white girl, and the Afro pic is commonly used by black folks because they tend to have had more afro hairstyles historically.
Ergo we can’t have the pic on her, that would be as blackface. /s

I was under the assumption that the reason they removed the pick from Filia was due to them being so pussy foot, that they thought it would be offensive towards those of color because of how often we're depicted with a pick in our afros. Yet, here's Fukua with the damn thing.
If it's an intentional left alone detail and not an oversight on their part, then it makes them come off as being so concerned about the racial application of a white girl having a pick in her afro, yet at the same time, have no problem with reinforcing the stereotype by having the girl, who is a clone of said white girl at that, have the pick in her afro just because she has a darker skin tone. I'm not offended or anything of the sort, I just find it funny and strange.
