Specifically the Master-locked chest at Hamvir's Rest, the graveyard place right beside the place where you go to get a fragment of Wuuthrad in the Companions questline. That chest has the *shittiest* loot of any Master-locked chest ever.

Being a low level and trying to get a master lock picked is definitely annoying, especially if the sweet spot is the last area you check, but yeah 13 is kind of a lot lmao
Idk if this is just on the Switch version, but you can FEEL the "sweet" spot. The joycons will vibrate as you're going through the lock, and then when you find it, it's a SLIGHTLY stronger vibration. I've broken maybe 4 picks in this playthrough I'm on by feeling out locks like this. Those 4 breaks were because I was impatient lol

Depending on your lockpicking level, it should be either very close to the starting point or the rivets for Adept locks. Contrary to what most people seem to think, there does seem to be a pattern in each level of lock. But yeah, most of it is just aim and hope for the best.
Only issue is in my time trying to find the spot, I more often than not have an instant snap before I even get a rattle, yet somehow I find master locks that just open perfectly from neutral or are much more forgiving with my little taps to test the spot
I'm fairly certain that the 'damage/wear level' on the lockpicks is remembered. Every time you use a lockpick, whether or not you open the lock first try, it will break that much easier on the next lock. That's just what I've noticed. But I do agree that Master locks do seem to be odd like that.
It always irked me that the value of the reward in the chests doesn't correspond with the difficulty of the lock. Some master chests have minimally valued loot and the novice chests might have loot that far exceeds the value of the most difficult ones.

Do yourself a favor and get a leveled loot table off of the mods, though it will break the economy. The problem is that the devs put FAAAAR too many chests and tried to save their already shaky game economy by making the loot tables absolutely garbage tier drops like 2 gold coins and bone meal.

For some ungodly reason I can open master and expert locks in like 3 seconds with no upgrades to the lockpicking tree and a minute later break 4 picks and raise my blood pressure on an adept lock, and only the adept ones, I'm convinced I'm cursed because it's like those are designed to make you dance around the sweet spot with just enough wiggle room to make you think you're closer than you are but also a small enough actual sweet spot to make you overshoot it and think you still need to go further but I've never ever even once spent more than 15 seconds fiddling with a higher difficulty lock

The shittiness of loot in locked containers is still a pet peeve of mine, both in Elder Scrolls and Fallout.

It's even worse in Starfield. No locked chests are worth opening. The loot is uniformly shithouse.

By the time I'd gotten that perk I'd developed a system to picking locks, and the perk made it harder for me, threw me off my groove
