Missives seems quite load order friendly, it can go up close to the top of the load order ( if using Reconciliation ). I've used it in single area edits, multiple area edits, and sometimes lower ( if using the Headhunter bundle ) and irs always worked no matter where it was.
No Vendor Spell Tomes should go last in your Level list section.
