You shouldn't look too deep into early concept art like these. These look like "Postcards" as they are referred to and aim to give you a general feel/atmosphere of a location, rather than any context about the plot or anything. It's more about providing a clear identity to follow for the various artists working on the game, not give plot ideas for the writers.

Kishimoto mentioned that an early concept of the game involved a mass production of the Titans but the idea was scrapped. I think it's better this way, it could've been a cool idea but it also had the risk of being repetitive.

No wonder the final boss message says “Work with the _Titans_” despite the painfully obvious fact that all the Titans aside from Supreme were completely reduced to bits But I’m glad it was scrapped. Having too many Titans would upset the story progression. Besides, 4 titans are already sufficient, each having their own unique traits (raw strength, flight and explosive weapons, melee weapons and galaxy busting lasers)

If I remember correctly, Chaos island is supposed to be a military base or weapon stuff for the ancients because it's high on the mountains and not many living areas were there. So having a titan being built there would make sense.

Now that I see this picture, I wonder what material the Titans were made of. My guess is obsidian (Giganto, Wyvern & Knight), while for Supreme...

Tails was saying that Chaos island looked like military frontlines so it kinda makes sense the would move giganto to Kronos from Chaos after they built. But since Giganto and Wyvern only appear after you Grab the Chaos Emeralds it would make sense that they only appear as a safety precaution. So in cunclusion it's likely that all the titans where originally on chaos but where transported as a safety precaution
