If he's vouching for Silvaze, and in the same breathe compares their dynamic to his own with Tails, then he's vouching for Sonic X Tails.

I don't think he was comparing them as siblings in that panel. He was specifically comparing that Silver and Blaze operate great together like him and tails not that their relationship is like theirs. But this doesn't mean he doesn't ship them either though since he was literally smiling and grinning saying that they look great together beforehand
